Bishop's Bios

  • The Rt. Rev. C. Andrew Doyle / IX Bishop of Texasemail

    • Charles Andrew Doyle (Andy) was elected bishop coadjutor of the Diocese of Texas on May 24, 2008 and was consecrated on November 22, 2008 at St. Martin’s Episcopal Church, Houston. He was seated as the ninth Bishop of Texas on June 7, 2009 at Christ Church Cathedral, Houston, following the retirement of the Rt. Rev. Don Wimberly.

       

      Born in 1966 in Carbondale, Illinois, and raised in Houston, Bishop Doyle served five years as Canon to the Ordinary prior to his election. Bishop Doyle holds a bachelor of fine arts from the University of North Texas and served at St. Stephen’s Episcopal School, Austin before receiving an M Div from Virginia Theological Seminary. He was ordained deacon in 1995 and priest the following year. He served at Christ Church,Temple and St. Francis, College Station, Texas, prior to his appointment to the diocesan staff as Canon to the Ordinary in 2003.

       

      Bishop Doyle is a gifted and experienced teacher and preacher, and has a particular interest in reaching younger generations in order to partner with older and experienced church members to share wisdom across generations, invigorating growth and membership. He has training and expertise in mediation as well as multicultural ministry. Bishop Doyle is bilingual and actively seeks to respond to an increasingly diverse population in the Diocese of Texas. 

       

      Bishop Doyle’s ministry includes service as a deputy to General Convention in 2006 and 2009. He served on the Dispatch of Business committee in 2006 and previously as a legislative aide in 2000.

       

      Locally, Bishop Doyle’s ministry includes a broad range of experience on boards including diocesan foundations, finance, and communication, Mission Funding, Executive Board and the Hispanic Commission. He believes reaching more and different audiences through electronic means will help build the body of Christ and regularly uses Twitter and FaceBook to have conversations with church members and those looking for a church home. He encourages innovative and grass roots efforts to plant new Episcopal communities.

       

      A published author and accomplished painter, Doyle and his wife JoAnne have two daughters, Zoë, and Caisa.

  • The Rt. Rev. Dena Harrison / Bishop Suffraganemail

    • A native Texan, Bishop Dena A. Harrison became the ninth Bishop Suffragan of the Diocese of Texas in 2006. She holds a Bachelor of Business Administration degree from The University of Texas at Austin and Master and Doctor of Divinity degrees from the Seminary of the Southwest.

      Bishop Harrison's ordained ministry includes service as Assistant Rector of All Saints’ Church, Austin; Rector of St. James’ Church, La Grange; Rector of St. James the Apostle Church, Conroe; and Canon to the Ordinary and Archdeacon of the Diocese of Texas.  As executive for the West Region of the diocese, she has oversight of churches in the Austin, Northwest, Central, and Southwest convocations and oversees the Commission on Ministry and World Mission.

      She is a trustee of Episcopal Relief and Development and serves as Chair of St. Luke’s Episcopal Health System, Houston, and the Seminary of the Southwest, St. Stephen’s Episcopal School, and El Buen Samaritano in Austin.

      Bishop Harrison and her husband Larry have two children and five grandchildren.  Larry Harrison is a CPA practicing in Austin.

  • The Rt. Rev. Rayford B. High / Bishop Suffraganemail

    • The Rt. Rev. Rayford High, former canon for pastoral ministries and the diocesan liaison to St. Luke’s Episcopal Hospital was elected bishop suffragan, June 7, 2003 at Christ Church Cathedral, Houston.  He was consecrated by the Rt. Rev. Bruce McPhearson on October 4, 2003 at Camp Allen.

      Bishop High and his wife Pat live in Tyler from where he oversees 44 congregations in the Northeast, Northwest and Southeast Convocations.  This includes Beaumont, Jasper, Liberty, Orange, Port Arthur and Port Neches in addition to Silsbee and Woodville as well as the area of east Texas from Jefferson to Waco and Killeen, Lufkin, Longview and Henderson areas.  In addition to his Episcopal visitations (and confirmations) Bishop High will continue as Executive for Pastoral Ministries, and will oversee the pastoral care of clergy and their families, as well as have oversight of renewal and prison ministries.

      Prior to becoming Canon for Pastoral Ministries, Bishop High served in parish ministry for 32 years, most recently as rector of St. Paul’s, Waco.  A native of Houston, Bishop High graduated from Bellaire High School; University of the South in Sewanee, Tennessee and Episcopal Theological School in Cambridge, Massachusetts.  He has been elected to represent the diocese at General Convention on eight occasions and was named Waco humanitarian of the year.  High and his wife Pat have been married for 38 years.

Canon to the Ordinary's Bio

  • Ann Normand / Canon to the Ordinaryemail

      The Rev. Ann Normand has served as Canon to the Ordinary for the Episcopal Diocese of Texas since October, 2008.

      Normand was rector of Trinity Episcopal Church,  Marble  Falls, for ten years prior to accepting the diocesan position. Under her leadership the church quadrupled their budget and tripled their average Sunday attendance.  She served as chair of the dispatch of business committee since 2004, helping to reorganize and plan the intricate schedule of the diocese’s annual meeting.  Normand is a past member of the Episcopal Foundation, the Executive Board and the Christian Leadership Conference, all diocesan entities. 

      She designs and facilitates Benedictine spirituality retreats and has gained wide recognition through her participation and presentations to local wardens and vestry conferences, Episcopal Church Women’s groups and the Community of Hope, a lay chaplaincy program of the diocese.

      A graduate of Texas Tech University, Normand holds a master of divinity and a doctorate of ministry from the Austin Presbyterian Theological Seminary, and has done post graduate work in Biblical Hebrew and Old Testament at Baylor and worked with Esther de Waal for post-doctoral studies in Benedictine spirituality. She was ordained by the Rt. Rev. Claude E. Payne in 1995 after receiving a certificate in theological studies from Virginia Theological Seminary. 

      As Canon to the Ordinary, Normand works directly for the diocesan bishop to assist with administration, legal matters and coordination of the diocesan ministry staff.  She also acts as the diocesan deployment officer as well as supporting congregations during transitions in leadership.  As canon, she assists in the placement of curates (recent seminary graduates), deacons and bivocational priests, oversees licensing and discipline of clergy and works with both the Standing Committee and Executive Board.  Other duties include appointments to boards and commissions, working with congregations in conflict, facilitating pre-council meetings and teaching at  Iona  School for Ministry.

      Normand has three grown children and seven grandchildren, ages one to eight years. 

       

Archdeacon's Bio

  • The Ven. Russ Oechsel, Jr. / Archdeaconemail

    • A cradle Episcopalian, Russ grew up in rural Illinois with his mother, a school teacher, and his father. He worked in an automotive business until attending seminary and being ordained as a priest. After college, Russ taught grade school before moving into human resources work, first for building material companies and then for oil companies, where he spent nearly 30 years in various positions. Russ attended the Iona School for Ministry and was ordained a deacon in February of 2007. He was appointed Archdeacon in October of 2008 and is responsible for all the deacons in the diocese of Texas. In addition, Russ supervised the rebuilding work of Texas Episcopal Disaster Relief in Galveston after Hurricane Ike, and he currently oversees diocesan outreach efforts. Russ and his wife, Linda, live in Houston.

       

 

Camp Allen

  • George Dehan / President of Camp Allenemail

    • George has been the President of Camp Allen for 10 years.  He was born in  ShreveportLouisiana and is a life long Episcopalian. George’s family was in the restaurant business in Louisiana. He graduated from the  University of  Arkansas with an MBA.  He worked for NCR/AT&T as a branch manager in Houston before starting a software firm in the early 80’s.  Since that time he founded three other software companies. One of the companies grew as a start up to $15 million in revenues employing 100+ people in four states.

      He is the first President of Camp Allen and reports directly to the Bishop of the Episcopal Diocese of Texas.   CampAllen has doubled its guest count and occupancy since his arrival and now supports a $5 million budget.   CampAllen is now one of the largest Christian Conference Centers in the U.S. with over 42,000 guests annually.

      George has been married to Carol for 40 years and they have one son.  George resides in Houston and is a long time member of  St. Martin’s Episcopal Church. He has served on the Vestry at St. Martin’s and has been in the leadership of the St. Martin’s Mens Fellowship with an average attendance of 150 men.

       

 

Communication

  • Carol E. Barnwell / Director of Communicationemail

    • Carol is the communication director of the diocese and editor of the 160-year-old diocesan publication, currently published as a quarterly magazine, Diolog: Texas Episcopalian. She oversees a comprehensive Office of Communications for the diocese and its 153 congregations, manages numerous e-news offerings, is responsible for media relations and oversees special projects in both print, video and events. Carol is past-president of the national Episcopal Communicator’s group in the United States and currently serves on the Advisory Committee for Episcopal Relief and Development’s Inspiration Fund.  An award winning writer, photographer and producer, Carol has served on the press teams of the Lambeth Conference and five General Conventions of the Episcopal Church, writing for and editing the Convention Daily and the Lambeth Daily newspapers.  She holds a degree in journalism from the University of Texas at Austin and a master’s in communication from the University of St. Thomas, Houston.

       

  • LaShane Eaglin / Web Administrator and Graphics Specialistemail

    • LaShane, a native Houstonian, graduated from the University of Houston–Downtown in 1999 with a degree in marketing and communications. With 9 years of marketing experience, LaShane came to the Diocese of Texas and is currently the Web Administrator and Graphics Specialist. She is responsible for web content management, print design and the production of the Diolog: Texas Episcopalian, which is printed quarterly. She is also available to consult with web and print issues. She holds a master’s in communications (Professional Writing/Applied Graphic Design)from the University of Houston,Clear Lake.

      Luke is a native of Waco, Texas and graduated from Baylor University in 2008 with a degree in professional writing. After a short stint in sports writing, Luke spent two years in Galveston coordinating volunteers who were rebuilding houses after Hurricane Ike. He was an AmeriCorps VISTA under the umbrella of Texas Episcopal Disaster Relief and Texas Conference of Churches. He still maintains passions for helping others and sports, but now serves as the staff writer for EDOT. Luke gets to write about all of the great ministries in the Diocese of Texas. He is engaged to be married in November to Nikki Rumley, the Cathedral Urban Service Experience Director at Christ Church Cathedral in Houston.

       

 

Leadership Bios

  • Bob Schorr / Coordinator for Congregational Developmentemail

      Bob Schorr is President of Twenty-First Insight. Prior to founding the firm, Bob was a Vice President with Enron Corp. In his 22 + years with the firm, he served in a variety of management positions including media and investor relations, strategic planning, project development, marketing, sales, customer relationship management, communications, advertising, corporate identity, merger integration, joint venture management, organizational development, and executive coaching.

      Bob has served on a part-time contract basis since March of 2006. He works closely with Mary MacGregor to support congregations through phone consultation, personal visitations, workshops and conferences. Bob’s support focuses in the areas of governance, vestry/bishop’s committee development, organizational clarity and efficiency, facility planning and operations, strategic planning, master planning and construction. He facilitates the meetings of the Congregational Development Team (bishops, canon to the ordinary, treasurer, and directors of leadership development and foundations). He coordinates church planting efforts – both green field and redevelopments and manages the facility operations and information technology for the diocesan offices.

  • Bob Biehl / Treasurer of the Dioceseemail

      Bob joined the Diocesan staff in 2000 as Director of Foundations and became the Treasurer of the Diocese in 2006.  In his current role he oversees the Financial Services of the Diocese including the accounting, insurance, banking, real estate and investment management functions of the Diocese and its Foundations.  He consults with congregations and institutions on accounting, tax and organizational questions and provides guidance in financial matters as well. 

      Bob was previously with Bank of America and administered the Diocesan Foundations there before joining the Diocesan Staff.  Bob grew up in Kansas City and attended TCU in Ft. Worth.  He graduated with a BBA in accounting in 1972 and entered public accounting.  Bob became a CPA in 1973 and subsequently left public accounting to begin a career in controllership.  After some years in industry he was trained in personal financial planning at a large brokerage firm.  He subsequently joined one of Bank of America’s predecessor banks and completed 18 years there before leaving.  Bob is married and has one daughter.

  • Mary M. MacGregor / Director of Leadership Developmentemail

      Mary M. MacGregor is Director of Leadership Development for the Episcopal Diocese of Texas. In this position she oversees the Iona Center which has the mission of “training the baptized for leadership”. This center without walls creatively develops clergy, lay and congregational leaders.  

      In addition, Mary is the Director of the Iona School for Ministry which provides the formal training for deacons and bi-vocational priest candidates in the Diocese of Texas. She oversees the continuing education for clergy program, the first year post seminary graduation program for clergy, and the professionally facilitated clericus groups in the Diocese of Texas. In addition, she is responsible for the recruiting, training and deployment of coaches to assist congregations with developmental challenges. Numerous conferences and seminars for lay training fall under her oversight. The development of Crosspointes has been an initiative of her office. 

      Prior to taking responsibility in leadership development, Mary served as Sr. Mission Funding Coordinator for the Diocese of Texas directing the complete overhaul of the missionary giving program and initiating a new method for the raising of over 3 million dollars annually for diocesan missionary endeavors. Mary is a graduate of LSU and has an M.Ed. in Education.

  • Kathy Culmer / Mission Funding Coordinatoremail

      Kathy Hood Culmer is an author, storyteller, speaker, teacher, and retreat leader. A graduate of Spelman College and the University of South Florida, Kathy has taught on the secondary and college levels in a variety of subject areas ranging from English to Speech Communications, to Broadcast Journalism, to Religious Education. As a storyteller, she has told in churches, schools, libraries, at festivals, retreats, on college campuses, and in business settings.

      Kathy has presented workshops at the National Christian Education Conference for the Episcopal Church, the ECW Triennial, and has been a speaker and presenter at the Episcopal Youth Event. 

      Kathy has been the featured storyteller at the international Festival Gathering of the Network of Biblical Storytellers and accompanied other members of the Network on a 2008 Biblical Storytelling Mission trip to The Gambia in West Africa.  Kathy is editor of a collection of personal narratives called Yes, Jesus Loves Me: 31 Love Stories and is author of "Big Wheel Cookies: Two For A Penny," published in The Rolling Stone and Other Read Aloud Stories, as well as “Feasts-a-Plenty, a story for Kwanzaa, published in Holiday Stories: All Year Round. 

      Kathy currently serves as the Mission Funding Coordinator for the Diocese of Texas. As Mission Funding Coordinator, Kathy oversees the process of reviewing ministries supported by the Missionary Budget of the diocese, coordinates the effort to provide information to congregations about these ministries through published and online materials, and provides education to churches and individuals on Mission Funding.

  • John Newton / Canon for Lifelong Formationemail

    • Newton graduated from Virginia Theological Seminary in 2008 where he was recognized for his academic and preaching excellence as well as his strong leadership skills. Since graduation, Newton has overseen a vibrant and growing student congregation at the University of Texas, where he has focused on deepening the spiritual lives of his congregation while successfully growing and strengthening the college ministry. Newton is currently active on the diocesan Division of Spiritual Formation, the Youth and Young Adult Commission and the College Chaplains' Association. 

       
      In 2007, Newton served as a visiting professor at Msalato College in Dodoma, Tanzania, where he wrote curriculum and taught courses on the Gospels of Matthew and John and the Book of Revelation. He traveled extensively preaching and teaching in Anglican congregations in Tanzania. During his clinical pastoral education, Newton served as chaplain to the ER, oncology and cardiac divisions at Rober Hospital in Charleston, SC. His international mission work includes Mexico and Central America, Kenya and Tanzania.

  • Denise Trevino / Coordinator for Anti-Racism Trainingemail

    • Denise Treviño was born in Houston, Texas to an American mother and Mexican father. Denise grew up in Mexico in her early years and later moved to Texas with her family. During her high school years, she lived in Holland studying Dutch and traveled throughout Europe studying various European cultures.

      Denise attended Randolph Macon Women’s College in Virginia where she graduated with a double major in Communications and International Relations. Denise joined the Diocese of Texas in 2007 and has worked in the Office for Multicultural Ministry in Austin, Texas since that time. She also works for the Center for Hispanic Ministry coordinating their scholarship program and conferences. Before joining the Diocese, Denise served as Executive Director for the Humane Society in San Antonio and worked as the Development and Public Relations Director for one of the top five zoos in the nation. She has more than 20 years experience in raising funds and developing short and long range goals for various non-profits. She also worked for Miramax Films and Universal Pictures as their Costume and Research Coordinator which involved living alongside various cultures to research their ways of life, customs, traditions, language, etc…

      Her background in the multicultural field is extensive. In addition to growing up in a bi-cultural family, Denise has worked and lived alongside various cultures throughout Africa, China, Japan, and Central and South America. Denise recently returned from living in Guatemala for a year and a half studying and living among the indigenous Mayan population. Denise brings forth a unique balance of a strong business background and a true understanding of the challenges at hand when blending cultures. She is bilingual in Spanish and English and is currently studying Mandarin. She is also trained in Non-Violent Communication, a mediation program to help parties resolve issues in times of conflict.

      Denise is currently working on The Fertile Ground Project, a program designed to train competent leadership in a multicultural community, and will be expanding this program throughout the Diocese of Texas. She is also in the process of becoming a certified trainer of the Kaleidoscope Institute in Los Angeles teaching our communities how to better adapt to the multicultural and racial issues we face today.

  • Debra M. Klinger / Human Resources Administratoremail

    • Debra Morgan Klinger has been with the Diocese of Texas for four years as the Benefits and Human Resources Administrator. Debra has a Bachelors Degree in Business Management and has 14 years of Benefits and Human Resources experience. Her early career was with Chevron Texaco in Human Resources and Credit Card Services. Prior to coming to the Diocese of Texas, she also worked four years at the Texas Medical Center as a Benefits Representative. Debra is happily married to Brian Klinger and they enjoy sailing and travel.
