At the Special Electing Convention held at St. Paul's Episcopal Church in Lubbock on November 22nd, 2008, the Rev. James Scott Mayer, Rector of the Church of the Heavenly Rest in Abilene, Texas, was elected the Fifth Bishop of the Diocese of Northwest Texas. Fr. Mayer was elected on the second ballot.

Bishop Mayer was consecrated on Saturday, March 21, 2009 at First United Methodist Church in Lubbock. The Most Rev. Dr. Katharine Jefferts Schori, was the chief consecrator and was joined by Bishops from around the Church.

James Scott Mayer is a native and lifelong Texan, born in Dallas on September 23, 1955. He earned a Bachelor of Business Administration from Texas Tech University in 1977 and a Masters of Divinity from Episcopal Seminary of the Southwest in 1992. Prior to Seminary, he was a salesman for a broker in the automotive aftermarket. Bishop Mayer was ordained Deacon in 1992 by Bishop Donis Patterson and Priest in 1993 by Bishop James Stanton, both in the Diocese of Dallas. He then served as Curate at St. James' Episcopal Church in Texarkana, before being called to Church of the Heavenly Rest in Abilene--first as Associate Rector in 1994, and then as Rector in 1995. His continuing education has included participation in the Clergy Leadership Project, a ministry of Trinity Church Wall Street, 2001 to 2004; a Spanish Immersion Program at Forrester Institute, San Jose, Costa Rica in 2002; and the Shalem Institute in 2006, among other programs.

Currently, Bishop Mayer serves two Texas dioceses - the Diocese of Northwest Texas, and as the Assisting Bishop in the North Region of the Diocese of Texas. This region comes from reunification of the Episcopal Church in North Texas (formerly known as the Episcopal Diocese of Fort Worth) and the Episcopal Diocese of Texas.  In 2015 Bp. Mayer was called to be the Provisional Bishop of the Diocese of Ft. Worth, succeeding the Rt. Rev. Rayford High, retired, as the Provisional.  Bishop served as Provisional Bishop since that time and led the diocese as they dealt with lawsuits brought by the breakaway Diocese of Fort Worth. At General Convention 80 held in July 2022, the reunification was made official, and Bishop Mayer was made Assisting Bishop in Texas.   Bishop Mayer greatly enjoys his connection to Ft. Worth, where family members still reside.

In response to a Search Committee question regarding practices and influences that shape his spiritual discipline, Bishop Mayer concluded; "...for me the Holy Eucharist is central. For centuries Christians of all sorts and conditions have gathered with all the company of heaven to eat a piece of bread and drink a sip of wine, testifying to a Reality within and beyond these simple material elements. As the early church theologians tell us, in this sacred meal 'we become what we receive.' This is God's vision, and I count it a gift and a privilege to be called through both baptism and ordination to proclaim it."

En la Convención Especial de Elección celebrada en la Iglesia Episcopal de San Pablo en Lubbock el 22 de noviembre de 2008, el Reverendo James Scott Mayer, Rector de la Iglesia del Reposo Celestial en Abilene, Texas, fue elegido Quinto Obispo de la Diócesis del Noroeste de Texas. El Padre Mayer fue elegido en la segunda votación.

James Scott Mayer es un tejano de toda la vida, nacido en Dallas el 23 de septiembre de 1955. Se licenció en Administración de Empresas por la Texas Tech University en 1977 y obtuvo un máster en Divinidad por el Episcopal Seminary of the Southwest en 1992. Antes del Seminario, fue vendedor para un corredor en el mercado de repuestos de automóviles. Esta región proviene de la reunificación de la Iglesia Episcopal del Norte de Texas (antes conocida como la Diócesis Episcopal de Fort Worth) y la Diócesis Episcopal de Texas. En 2015 el Obispo Mayer fue llamado a ser el Obispo Provisional de la Diócesis de Ft. Worth, sucediendo al Reverendo Rayford High, retirado, como Obispo Provisional. El Obispo sirvió como Obispo Provisional desde ese momento y dirigió la diócesis mientras lidiaban con las demandas interpuestas por la Diócesis escindida de Fort Worth. En la Convención General 80 celebrada en julio de 2022, la reunificación se hizo oficial y el Obispo Mayer fue nombrado Obispo Auxiliar en Texas. El Obispo Mayer disfruta mucho de su conexión con Ft. Worth, donde aún residen miembros de su familia.

En respuesta a una pregunta del Comité de Búsqueda sobre las prácticas e influencias que conforman su disciplina espiritual, el Obispo Mayer concluyó: "...para mí la Santa Eucaristía es central. Durante siglos, los cristianos de todo tipo y condición se han reunido con toda la compañía del cielo para comer un trozo de pan y beber un sorbo de vino, dando testimonio de una Realidad dentro y más allá de estos simples elementos materiales. Como nos dicen los primeros teólogos de la Iglesia, en esta comida sagrada "nos convertimos en lo que recibimos". Esta es la visión de Dios, y considero que es un don y un privilegio ser llamado, tanto por el bautismo como por la ordenación, a proclamarla".
